Senator Gregorio B. Honasan throws behind his support on the campaign blocking the sale of the hydrolectric plant complexes of the Agus and Pulangi, saying there is a need for government to come up with a policy based on accurate data.
In a press briefing at the Royal Mandaya Hotel yesterday, Honasan said he has filed a proposal that will exempt the sale of the Mindanao-based power plant complexes.
The exemption will only be realized if Congress will amend the Electric Power Reform Act, the law that proposes to privatize all power utilities of the country.
However, Honasan, a member of the Senate committee on energy, said he is “not very happy to report” about the status of the bill as it is still pending before the committee. He is also not optimistic on the possibility of it being discussed by the plenary and eventually passed before the term of the present group senators ends by next year.
Honasan’s bill is reinforces the call of the Mindanao Commission on Women for government not to privatize the power plants within the complexes.
Irene M. Santiago, chair emerita and chief executive officer of the group, said her group has already received pledges through social networking sites and other means for its campaign to raise P1 billion to symbolically buy the plants in case the privatization pushes through.
Santiago, who was with Honasan during the press conference, admitted that the campaign to raise the amount is far from being realized.
In many countries that sold their power utilities, among them Germany, Santiago said, they have started buying them back.
She added that the claim that government was inefficient in running the plant is not true since the National Power Corp. has been using the revenues from the plant in paying the loans obtained after independent power plants were set up during the time of President Fidel V. Ramos.
Based on the report of the Power Sector Assets and Liabilities Management Corp., the government earned P7.8 billion from the hydroelectric power plants in 2010 and P10.3 billion last year. Honasan called on the national government to make the issue a top priority and come up with a long-term policy in addressing it.

Sinadyang hindi binigyan ng budget para bababa ang efficiency at sapilitang ididiin ang idea na ito ay gawing pribado base sa presentasyon na sila rin ang may gawa.
